    Hi, it's because of the format here. Once the contest goes to deciding mode, every design is visible to everyone. At the same time there is no guarantee that the the contest will not be opened up again (as happened with this contest twice now). This means the designs that are not withdrawn could become subject to "lending" best features/layout decisions/overall style etc. by others once the contest is opened back up. Designers are just protecting their ideas, nothing is wrong with that.
