The outer band of the circle in Blue The chain color either stainless steel, chrome or gray. Color in the center circle for the "Lady Justice"

I have a basic idea of what I am looking for. (See example)
The "Chain of Custody" represents the continuing chain of signatures on an evidence log indicating where and when and item is moved through the judicial system.
Moving from left to right, I would like the first link (Left Side- See Example) in the example to be a "C" made from the link Then the circle would be "O" which would contain an image of the lady justice holding scales. I would like to see her are raising the scales straight up and outside of the circle. "This is where I would like the majority of color. - Inside the circle.
To the right of the circle I would like to have the mirror image of the first link just turned backwards.
The name "Chain of Custody" can be placed in whatever fashion the designer feels appropriate.
Also please feel free to play with the design as I am not set in stone yet about this graphic.
