Describe who/what this design is about

The glamour of cocktail culture in the 1920's, the carefree, art deco grandeur that existed in the extravagant European hotels at this time, and the fun and frolics of the flappers and dandys of the era. I would a love the silhouette of a Champagne Saucer to be included somehow, as it is a symbol of the times.
