Describe who/what this design is about

This is for the Master Plan of a new city called Ville D'Espoir, which means...The City of Hope.
It is a modern Eco City that is environmentally friendly with green buildings, solar power and it is well planned out so it is very easy to get around with Green local transportation. The city will be in the center of the development surrounded by residential housing. We are going to create a better quality of life. The project is by the water and will have a huge port so blue will be the main color.
